What Shanghai Residents Need to Know About Roads, Metro and Travel

Shanghai is preparing for a major international event. The 48th WorldSkills Competition will take place in the city from September 22 to September 27, 2026.
This event will bring skilled young people, officials, visitors and families from many countries to Shanghai. The main competitions will take place at the National Exhibition and Convention Center, or NECC, from September 23 to September 26. The opening and closing ceremonies will take place at the Shanghai World Expo Cultural Center on September 22 and September 27.
Because of the event, some roads and Metro services will change for a short time. But there is an important point for people who live in Shanghai:
Shanghai is not closing all traffic.
Most roads and public transport services will continue to operate normally. The temporary changes are mainly around the WorldSkills event locations and on certain roads during specific hours. Some changes will continue through September 30.
Why Are There Traffic Changes?

From 7 a.m. to 6 p.m. from September 23 to September 26, motor vehicles will be restricted on part of Laigang Road between Songze Avenue and East Yinggang Road. The Laigang Road exit ramp of Jianhong Elevated Road will also be affected.
Regular-route buses are exempt from these restrictions.
Another restriction will affect large passenger and freight vehicles on part of West Zhulu Road from September 23 through September 30.
Emergency vehicles, including police cars, fire trucks and ambulances, are exempt when they are on official duty.
Will the Metro Be Closed?
No. The Shanghai Metro will continue to operate.
However, some temporary changes are planned.
On September 23, two Line 2 stations will be closed from the start of service until noon:
- National Exhibition and Convention Center Station
- Panxiang Road·Shanghai National Accounting Institute Station
During this period, Line 2 trains will pass these two stations without stopping. Station entrances and exits will also be closed.
If you normally use these stations, plan another route for that morning.
Metro Service Will Also Be Extended
Shanghai is not only adding restrictions. The city is also adding extra Metro service.
From September 24 to September 26, Lines 1, 7, 8, 9, 10 and 13 will extend their operating hours. The last extended-service trains will leave their starting stations around midnight.
Passengers who need to transfer should check the last train time for the connecting line.
On September 27, Lines 1, 2, 10 and 17 will have additional trains until midnight to help passengers traveling through the Hongqiao transportation hub.
Shuttle Buses Will Help Visitors
Special shuttle buses will also operate from the NECC.
From September 23 to September 26, two shuttle routes will operate from 3 p.m. to 7 p.m.
One route will connect the NECC with Shanghai Hongqiao Railway Station and Hongqiao Airport Terminal 2.
The other route will connect the NECC with Zhongchun Road Station on Metro Line 9.
Shanghai says actual shuttle operations may change based on conditions at the event site.
What About the Mid-Autumn Festival?
The WorldSkills event comes at the same time as the Mid-Autumn Festival holiday.
The public holiday runs from September 25 to September 27.
This means Shanghai may have more passengers at railway stations, airports, shopping areas and tourist locations.
For people traveling during this period, leaving home earlier may be useful, especially when traveling through busy transportation hubs.
Can People Visit WorldSkills?
Yes.
The public can attend the main competition at the NECC during designated times from September 23 to September 26.
Admission is free, but visitors need to complete the official online registration process. The WorldSkills organization says visitors cannot simply register at the venue after arriving.
People planning to attend should check their registration, entry time and travel route before leaving home.
What About Drones?
Shanghai has also introduced temporary restrictions on drones and other small aircraft during the event.
From September 20 to September 27, temporary restricted airspace applies within a 5-kilometer radius of the NECC and within a 10-kilometer radius of the Mercedes-Benz Arena.
Unauthorized drone operations are prohibited in these areas. Some officially approved activities, such as emergency response and approved logistics services, are exempt.
People should not fly drones in these restricted areas unless they have the required approval.

For most people, there is no need to stop normal daily travel.
The main thing is to check your route if you are traveling near the WorldSkills venues.
If you are going near the Shanghai World Expo Cultural Center on September 22 or 27, check road conditions before leaving.
If you are traveling near the NECC from September 23 to 26, allow extra travel time.
If you normally use Line 2 near the NECC, remember that the two affected stations will not stop service until noon on September 23.
If you are traveling through Hongqiao Railway Station or Hongqiao Airport, remember that the WorldSkills event and the Mid-Autumn Festival holiday overlap.
